The Multi-Stakeholder Task Team on CSO Development Effectiveness and the Enabling Environment is a multi-stakeholder group launched in April 2009 within Cluster A (Ownership and Accountability) under the Working Party on Aid Effectiveness of the OECD-DAC, to promote implementation of civil society-related commitments in the Accra Agenda for Action (AAA) and the 2008 recommendations of the Advisory Group on Civil Society and Aid Effectiveness.

The Task Team has been actively working gathering evidence on the space for civil society towards the 4th High Level Forum on Aid Effectiveness (HLF4) in Busan and also taking part in the Open Forum process with respect to enabling environment for civil society.

The mandate of the Task Team has officially come to an end following HLF4. However, the multi-stakeholder group that composed it is currently evaluating how it can take the work so far forward with respect to a potential post Busan Building Block on Enabling Environment for civil society.

Membership

Membership of the multi-stakeholder group includes over a dozen donor governments, a few developing country governments, and a number of CSOs representing the two key global CSO-led processes: the Open Forum and BetterAid. Donor governments are represented by the CSO teams within their aid agencies or Ministries of Foreign Affairs.

Open Forum is one of the three co-chairs, along with Sweden (Sida), and Mali (Office of the President).

Activities

Towards the 4th High Level Forum on Aid Effectiveness in Busan

Towards the 4th High Level Forum on Aid Effectiveness, the Task Team was gathering evidence and proposing themes through Cluster A. Evidence collected suggested some progress in meeting the AAA’s civil society-related commitments - but still substantial issues to be addressed. Indeed, cases in over thirty countries showed that CSOs are increasingly vulnerable in the face of more restrictive financial and regulatory regimes that limit CSO activities and in some instances, endanger their existence.

Open Forum

The Task Team has also been actively involved in the Open Forum process - its messages on Enabling Environment are in fact incorporated into the final International Framework for CSO Development Effectiveness.

Post-Busan

The group formerly part of the Task Team is currently exploring the opportunities and modalities of working on a potential post-Busan Building Block on Enabling Environment for civil society.

To address this, the former Task Team met on 18 and 19 April 2012 in Amsterdam, the Netherlands.
