We have recently highlighted how government support of the Open Forum outcomes - in addition to endorsement of the Busan Partnership and its Article 22 - can contribute to implementaton at national level, with reference to Japan’s endorsement of the International Framework.

We have now received more encouraging news - this time from our colleagues KEPA in Finland, where the government has included the International Framework for CSO Development Effectiveness in its Development Policy Programme 2012.

Adopted on the 16th of February, Finland’s Development Policy Programme 2012 is set to guide the national development policy and development cooperation for the duration of the current government’s term of office. It is now available in English, and makes explicit reference to both the Istanbul Principles and the International Framework of which they are part (page 19):

" Support for the development cooperation of Finnish civil society organisations and cooperation with them will be increased. At the same time, a greater effectiveness will be ensured. Civil society organisations are encouraged to promote effectiveness in accordance with the guidelines of the Istanbul Principles and the “International Framework for CSO Development Effectiveness” ".

We congratulate KEPA and welcome this endorsement by the government of Finland!
