Civil society organizations have received a powerful sign of recognition in their mobilization towards the 4th High Level Forum on Aid Effectiveness (HLF4) as the government of South Korea publicly endorsed the Istanbul Principles and acknowledged the International Framework for CSO Development Effectiveness.
At the official event launching the International Framework, which took place in conjunction with the final meeting of the Working Party on Aid Effectiveness prior to HLF4, the spokesperson for Ms Enna Park, Director-General for Development Cooperation Bureau, Ministry of Foreign Affairs and Trade, Republic of Korea, acknowledged theIstanbul Principles and endorsed the International Framework, furthermore calling on other government to follow suit:
- “My government endorses the Istanbul CSO Effectiveness Principles and acknowledges the International Framework for CSO Development Effectiveness”.
- “Furthermore, I would like to take this opportunity to invite other governments to endorse the Istanbul CSO Effectiveness Principles and support various CSO initiatives to improve aid and development effectiveness”.
Finalized in June 2011, theInternational Framework for CSO Development Effectiveness is the product of the Open Forum process, mandated as a result of the Accra Agenda for Action to determine the standards guiding the work of civil society as independent development actors in their own right. The Istanbul Principles are an integral part of the International Framework, together with the enabling criteria invited from governments and donors. The International Framework today is an independent long term reference for civil society in their development work and point C of CSO Key Messages and Proposals at HLF4.
The launch of the International Framework on this 6th of October was also importantly marked by the contributions from Brian Atwood, Chair of the OECD-DAC, government of Mali speaking on behalf of the Multi-Stakeholder Task team for CSO Development Effectiveness and the Enabling Environment, Richard Ssewakiryanga, Executive Director of the Uganda National NGO Forum, and the special video address by Aung San Suu Kyi.
Open Forum hopes that the acknowledgement by HLF4 host South Korea and the support of high level multi-stakeholder representatives at the launch of the International Framework will encourage a broad backing of the role of civil society in development as expressed by the Istanbul Principles and the International Framework at HLF4.
