The Global Facilitation Group, at its meeting in Kuala Lumpur on 20 and 21 January 2009, has given a mandate to a Consortium of supporting organisations to provide administrative and technical support to the Open Forum process. One of the key tasks of the Consortium will be to help implement the consultation process and to mobilise CSOs from around the world on issues of development effectiveness.
While the GFG will remain the governing body of the process, the Consortium will focus on implementation and operational aspects. It will start its work once funding for the Open Forum is secured. Its tasks and structures are laid down in a Memorandum of Understanding.
The Consortium will be composed of 5 regional organisations and 1 international organisation. The regional organisations will be in charge of reaching out to CSOs in their respective region, while CIVICUS, the international CSO member, is mandated to involve international CSO networks in the process.
The Consortium members are:
- CONCORD (European NGO Confederation for Relief and Development)
- InterAction (American Council for Voluntary International Action)
- APRN (Asia Pacific Research Network)
- ALOP (Asociación Latino-Americana de Organizaciones de Promoción al Desarrollo)
- AACC (All African Conference of Churches)
- CIVICUS (World Alliance for Citizen Participation)

Representatives from the Consortium met for the first time from 14-16 April in Washington. The main business of the meeting was to agree on ways of working, including budgets and workplans. The meeting was hosted by InterAction, the largest coalition of US-based development NGOs.
